how low growing?
marsilea grows as a carpet. moss can be made into a carpet or a midground bush, depending on what shape rock you attach it to. m. pteporus make a good midground if planted in the substrate, as do the appropriately sized anubias sp.

Don't know the size of your tank, or how 'low-growing' you want the plants to be.
You might consider Lotuses, Red or Tiger varieties, which you can trim/train very easily to get bushy and remain about no more than 4" in height.
Check out these 2 Lotuses (Nymphaea) in my tank:

IDK, they can also get really big.

Staurogyne can grow in low light, just trim them.

You're right about Lotuses can get really big.
However, it's just a matter of knowing how to deal with them, or 'training' them.
It's quite simple really - the Lotuses always throw out stems that reach for the surface. All you need to do is catch those early & snip them off at the base - and keep doing that, until the plant mainly puts out low-lying, spreading stems.
And if you keep doing that, they stay just the way you see them in my tank - bushy & no more than 4"-5" high.
Those Lotuses in my tank were in there over a year, and it was easy to maintain them just at that height.
