plants comming in.. questions


So i have plants coming in from AZ (I hope they dont melt from shipping) but here is some questions and concerns I have.

(I bought HC, dwarf hairgrass, Dwarf Sagittaria and flame moss)
(plants)
1. I'm thinking of doing a dry start on the tank, will the moss and dwarf sagittaria be able to dry start as well?
2. Should I quarantine my plants before putting them into the tank? (just fyi, I'm rescaping the tank, so the fishie is going into a separate tank for dry start)
3. How long should I quarantine for?

4. People say the BB is in the HOB and substrate, if i dry-start and rescape - will I be killing alot of BB in the substrate? (i'm going to hook up the HOB to a fish bowl to keep the BB alive) maybe I'm doing it wrong?

5. I'm using ADA substrate, It's not gonna break down if I rescape? (i feel like these pebbles are gonna be like soggy cereal now haha)
