What's my wpg?

Okay, this may be a really simple question, but I don't know the answer.

I have a 30" light sitting over a 10g tank. (Long story involving moving in a very small car. I'm just trying to make things work with what I have right now.)
The light is 65w.

So, because roughly only half of the light is actually over the tank, does that mean that my tank is getting 3.25wpg? Or is it still getting 6.5wpg?

If anyone can explain the science behind the answer, that would be great.

If the light is not getting into the tank then it doesn't count.
