Can I get decent plant growth with three 20 watt bulbs on a 20 gallon long? (only 12inches high) I will probably be ordering the plant assortment from www.aquariumplants.com

Definitely. At 3 watts per gallon in a shallow tank, there would be enough light to even grow Dwarf Sword Grass.
