WTB RCS. Sacramento area

I have a 55g with 8 juvi Congo Tetras, 2 pleco, and planning to add a school of neon or cardial tetras(maybe around 20?). I've also just got into planting my tank, so I started with a low tech setup (java moss, dwarf HG). Should I wait untile my plants starts to spread around, or can I add some RCS. I can't seem to find any RCS around sac, can anyone point me to the right direction?

Theres someone selling them on craigslsit right now for buck each,however they state in the ad there light red. If you dont find any ive got some but im about an hr south of sac.

You can feed the Congo Tetras with ghost shrimp much more cheaply.
