I have a 20L and con't decide exactly how do make/retrofit my hood. I currently have a single fluorescent hood (no plants yet), but it is an old hood and the light fixture is more towards the back of the tank then the newer hoods which are in the middle, so I don't know if I want to retrofit that or not. My other option is to buy a glass top and build a wood strip light enclosure for the PC. Or, I could build the enclosure and suspend it from the ceiling about 6-8 inches above the tank and have an open top plant tank (does anyone have open-top tanks?)

What do you think I should do?

You've got a lot of nice options. Open Top tanks can be gorgeous. Check out the attached picture. But the biggest problems you will face with Open Top tanks is jumping fish and water evaporation. You can curb fish jumping with some netting that is fairly invisible, but evaporation and CO2 loss will be somewhat difficult to get by. If you have pressurized CO2 and keep surface agitation to a minimum, this would be my favorite option.

I was thinking of just keeping some cardinal tetras, otos, and maybe some cory cats or kuhli loaches. would these fish tend to jump out?
