Is this am Algae or what is the funky fuzzy brown stuff at the base of the plant?

Is it recently bought? Looks like rock wool to me.

Yes its fairly new.. should i pick it off or just leave it on?

People usually remove them prior to planting.

It's planted in that to reduce the shock caused from transplanting. Just pick most of it off while trying not to damage the roots and put it back in the tank.
