Finnex Light for low/med light 10 gallon?

I'm looking to purchase a Finnex light for my brother's Red Rili breeding tank, it's a standard 10 gallon tank (20" length?).
He's got it lightly planted with low/med light plants. We don't want this to be an algae farm, nor are we going to add CO2/ferts.
Does Finnex make a light for this? What are some of the cheaper options available?
