I just got my phosphate tesed yesterday and straight from the tap, 2 ppm phosphate! By my tank water is over 10 ppm!! So test your water and I think we don't have to do phosphate for a while.
You can also contact your water supplier as well. They can tell you your levels most of the time if they have a tested source close by. If anything, you should receive an annual report displaying all of your water parameters.
nyc also puts in a phosphate based chemical to help with the pipe corrosion. I don't think plants can use it though.. The molecule is pretty big but I'm not sure about that.
run your tap through a brita to for drinking & for the fish.
nyc's tap water always tasted funny to me.
