Odd "fuzz" in my luwigia - need ID

I did a water change yesterday in my PFR tank, and about 12 hours later I notice this "fuzz". I tried to take a pic but it didn't really work cuz I'm a newb.

The ludwigia arcuata is from PetSmart, and it's doubled its size since I bought it, just starting to get needle leaves and turn red, problem is there's algae in it, if you can imagine the ludwigia stems as a bamboo forest it appears there is some translucent mist or fog in it. Strangely this stuff doesn't exist in any other parts of the tank.

It practically destroyed half my ludwigia, I tore it out today and all the stems and roots were brown. Hopefully the other side will stay strong.

Lowered the photo period and dosed small amounts of excel. Now it kinda looks like a thick spider web. I don't know why but the shrimp sure do like to hang out on it!
