Well u are right in that they are 2 things as federal and state. But I'm sure they both benefit from the economy doing better. So I think it would be better for them to work together rather than counter acting what one has done. So when I say they, I mean the government as a whole. Not federal, not state, but as a government that should be working with each of its parts to better the country as a whole.
