Being a newbie, I can't really advise you on many plants except hygrohilas. Those grow all the way out of the water for me in my aquariums. Specifically, water sprite and hygrophila angustifolia.

Besides regular aquarium plants, you might want to also look into bog plants, aka "marginals" in the ponding world. These commonly grow up and out of the water. I don't know which if any would have much interesting foliage under the water line, though some of them have very pleasing foliage above the water.
