Red face Normal Fluro as grow light?

Hey guys, I was wondering if anyone knew of any 'normal' fluro lights that I can use as grow lights? I know normal lights can't be used but I was wondering if there was any that do the job?

Here's my situation: I have a freshwater planted tank (dirted) that I am using to grow plants for my turtle (Notice my silly username ). This tank will eventually house feeder fish, snails, shrimp, etc. as well. I currently have 5 guppy fry and about 4 snails in there as well. The light that's with the tank is pretty bad, I think it's a t8? Just because the tube is 1 inch thick. It gets really hot. The lights says it's 250v and 7.5A. It has some other marking but I don't know what they are, S/2 T and KI/91?

The tank is about 20 gallons/ 100 liters and gets a bit of sunlight every day. The tank has brazillian elodea (elodea densa), Amazon swords, corkscrew Val and another type of val. The plants are growing pretty well at the moment but could be better. The light in the canopy is 2ft as well (2.5ft tank though)

The pet shops where I live are a rip off so I was wondering if anyone knew of normal lights I could use? Brand names and models would be great, if there are any! Thanks
