that would be a bit overkill in terms of lighting, at most you should only need (2)T5 HO bulbs, take a look through the lighting section of the forums, there is a sticky by Hoppy that should give the information you need. With the (2)T5ho you would need co2, and a good fertilizer method unless you raise the fixture a good deal above the tank. Your tank would then cease to be low tech.
