Good question!
No, the 451 is like the 361 and the 301 - both great lighting systems that are designed to grow any plant in their tank sizes.
The 60-P (601 & 602) only changes due to aquarium size / water volume / etc. Really, I think the 601 is meant to be optimal for the 60-F.
You can have a 601+602 over a 60-P, but I've seen the 60-P growing with lush red stems and carpeting plants with just the 602 at the Nature Aquarium Gallery.
