Of course adding KNO3 will increase Nitrates - this is the intended result. You are adding too much however. Cut your KNO3 down because it is obvious (if your readings are acurate) that your plants are not using enough of what you are putting in. Estimative index is not an exact science; what works for one tank does not necessarily work on the other. It depends greatly on your plant load and what type of plants you have (amongst other things). Stem plants will chew through nitrates while an Anubias plant will not use nearly as much (as an example).
