Wow folks, this is the best set of responses I have received since becoming a part of this forum. Thank you so much for all your advice, thoughts, and sentiments.

Some more info may help everyone and I will post pics tomorrow for ya'll to see.

I am not having much algae growth at all. I have seen some light algae on the front of the glass today when I was looking in from the side. You really have to focus on it to see it head on but its lightly there. The "BBA" is my own weak knowledge. It was affecting only three leaves in two different dwarf sag plants..........black in color and appeared to be spotty in nature. Not affecting any other leaves on any other plants.

Cheapo light has cheapo ballast, splash guard, and the tank has a glass top.

The tank is a regular 20g. 16" tall with between 2.5 - 4.5 " of inert substrate. Havent added root tabs for about a month and a half (both seachum and API brand)

I trimmed some plants today as the plants are packed in there pretty tight (this is actually 1 of 2 holding tanks while the 75 gal gets ready). The tank generally looks better without the dark, crappy, Hygro leaves. Light seems to be penetrating more now that I lowered it to about 20" from the substrate.

I increased my CO2 to hell I dont know.......a lot. Burbing eheim 2213 and a consistent flow from my counter. Probably around 3.5 - 4 bps. I will move my drop checker tomorrow morn but I gotta be careful. I pushed the added duetto filter down into the water column. This virtually eliminated the surface movement. I was trying to get a better flow in the tank and within an hour, all the fish were up at the surface moving a bit slower than normal. I pulled the filter back up to agitate the surface. I will add a koralia nano tomorrow and really get things movin. I have not been playing around too much with the CO2 since I changed it to 3 bps about a month ago.....Ive been careful to keep it consistent (even if that was consistently wrong).

I have never seen the rotala pearl. It is driving me crazy as the higher leaves of the hygro pearl and so does the A. hastifolia, and swords. No beautiful bubbles on the plants who sit lower in the tank (crypt lutea, dwarf sag, rotala).

Again thank you all so much...............Aquatifan thanks so much for your time.
