in the second tank, I would do a paradise fish, macropodus opercularis, macropodus ocellatus or macropodus spetchi. large enough not to be eaten, tolerant of cooler water...

You could try replacing the lilaeopsis braziliensis with L. Chinensis, it looks similar, but grows to an inch tall, maximum.
