They can be if they feel insecure. I had problems with them until I added more cover, then they just dive for the plants rather than try jump out now.

Ceramic ornaments have been around forever. People eat off ceramic. Should be safe unless its exceptionally shoddily made. I've tossed a ebay ceramic pagodas in my aquarium before. Shrimp love it...

Well it will affect them, depending on the dose. A sure sign that they're not happy is that they'll all try get as close to the surface as they can, which happened when I had an excel spill awhile...
