For small tanks, I think Eco Complete is the best substrate you can use. They say it's not fortified with nutrients but it's held up to every plant I've kept. I don't dose ferts and I only do water...

I pasteurized grains and straw in a 55 gallon trash can with a water tank heater at about 250'F for about 12 hours. Maybe a similar idea would work for larger pieces of driftwood?
