are both the yellow wires going to the same socket then jumper-ed to the other one. Ballasts can be bad out of the box so I wouldnt rule that out.

are you injecting CO2? I would think the surface agitation of the air stone would be negating your CO2 efforts.

I use a 20 Gatorade bottle for mine
