I don't think wpg is a good reference to go by. I read an article somewhere on here that wpg doesn't matter. And i have seen a couple guys downsizing to around 1 wpg after battling algae etc.

I don't know if i am wrong or not but i think a pump moves water and a sump is like the actual filter itslef where bioballs and stuff are kept for the filtration process.
