IMO I think that you would be OK for a low light situation. Any more and you would need supplementary CO2. I say this because your tank is only approx. 18" deep and T-5's are a pretty bright source...

I think the lack of algae will do the trick. Snails are more entertaining than algae and easier to physically remove.

Don't quote me (but feel free to correct me) on this but I think that it only releases the seed pods when emersed. I'm not sure if the leaves will melt once fully immersed, here's hoping they don't.
