If you are looking at a 36" fixture, it has a 39 watt bulb in it. You can only put other 39 watt T5HO bulbs in it. As long as the wattage and length is the same, it will work in the fixture.

I think those plants will grow with Excel. However, I am not positive that Excel works well in high light aquariums as the only carbon source, but I could be wrong.
