If the HC does not root, you might want to consider removing the corys. I had the problem of corys digging up my HC too and I ended up removing them, it made a diffrence and the HC stayed rooted.

I have Flourite and HC. At first, the HC can be easily uprooted by fish. With patience, the HC stays rooted on Flourite now. After 3 months, the HC formed a thick carpet. It looks really nice now.

I cranked up the CO2, all the snails are on the glass, close to the surface, and then I removed them. Some died by the amount of CO2. After that, I did not see a snail.
