Having used both I found the sand easier to plant in but the gravel stayed cleaner looking for way longer and required less maintenance once everything rooted.

If the ballast is designed to run only two bulbs (you'll know cause it'll either work or it won't) then you'll be using electricity for two bulbs plus probably a tiny bit more cause a lot of ballasts...

That's a common misconception ... if the bulbs were a resistive load on the ballast then you'd be correct, but florescent bulbs are not.

It is the ballast that controls how much electricity goes...
