Tetra AquaSafe Plus is also a good dechlorinator to use. I've had to use it because it's the only dechlorinator that available locally.

They should be fine. Snails are really hardy animals. As long as they stay moist they can live out of water for a long time.

A 45 gallon tank with a 200 gph overflow will cycle the tank approximately 5 times per hour. Usually you want 5-10 times per hour in a planted tank, so I think it will work just right.
