I've used a lot of golden shiners for bait. They aren't the most hardy of species even before you put a hook in them. I assume blacktails are similar.

Aside from the question of if the pleco will eat the plants, you need to consider how it might move around your aquascaping. I have dip netted 18" wild sailfins and they are incredibly strong.

Gambusia holbrooki - look on Aquabid in the US native section. The vast majority of the melanistic ones are male. You might have to do some breeding to get your hands on a melanistic female.
