If you can squeeze the bulb and it feels soft...
If you can squeeze the bulb and it feels soft then the bulb is bad. If it's rock hard then you can pull it out of the tank, dry it out for a couple weeks, check it again and if it's good replant it....

From your description it sounds to me like you got one of the older bags. All of the newer ones that I managed to put a fork lift blade through have been a consistently fine grade and very black.

We've got a pH of 8.4 for our water here. We found that when we had the CO2 levels at 35 -40 ppm all Rotalas would grow. Since we don't have to worry about fish in our system we have no issues...
