I'm fairly certain that excel does not turn into CO2 and would not influence the pH

maybe you dosed the excel directly onto your shrimp, but from my experience i have dosed double recommended...

on the eheims I've heard you should adjust flow from the return side valves not the intake valves

and if you put an inline co2 reactor, you'll also reduce the flow that way
