There's a range of options and they are all good depending on what setup you have. In general T5 HO will do fine and be less expensive than Halides or LEDs. Read the stickies in this lighting section...

I have no idea what it is, but it isn't affecting the water or fish. It could possibly be some mineral deposits from evaporation. I suppose I could give it a taste test, lol.
