Look into Beananimal type of overflow. It works great in the reef community and I believe Tom Barr has used it with great success in a planted tank. Dead silent, too.

They're great. I had the same three hanging over my 20L (About 3 feet from the bottom and had a glosso carpet taking over the tank within 3 - 4 weeks.
