That's 50 watts of inefficient lighting. It's not enough light. You need about 75 watts of t5 style light.

If your over the side filter breaks the water surface then you will not need a bubble wall. I would not invest in fertilizers, but thats just my opinion. I would try the light, if it doesn't work...
