Tillies can be mounted or hung in different positions. In terms of growth:
Upright - sustains the Tillandsia's shape.
Upside down - plants will curve and grow upwards...

Are you keeping your Tillandsia indoors or outdoors? Humidity concerns usually come into play if your plant/plants stay damp or wet for long periods of time. Important for Tillandsia to dry out......

The plug & play aspect might be appealing to many. If the ballast fails with standard T8s, you'll need a new one to run your T8 fluorescents too (albeit a T8 tube is less expensive than a T8 LED)......
