I didn't even read your entire post and your idea is exactly what I came up with. Build a frame, pour concrete(use fiberglass to reinforce it or metal mesh), and it will self level.

I've used fenbendazole to kill hydra before and had minimal shrimp loss. Now that I have a dedicated shrimp tank and they're breeding like rabbits I'm not sure fenben is the right path to take this...
