API E.M. Erythromycin is your friend :-) If you don't mind using medicines in the tank I highly recommend it and dose at half to start IME worked great about a year ago when I had this issue.

IMO I know of no carpeting type plants that can be grown under that light. Maybe someone else can chime in though that's had some luck with it.

IMO it's not but that's going to be pretty dependent on your particular plant choices. If it were me I'd go with an Ecoxotic E-Series or the RayII depending on budget and desired features.
