2" to 3" of sand is plenty for any sand substrate in a tank - enough to grow many species of plants low-tech & to lessen the risk of anaerobic toxic gas pockets developing.

I've used PFS in my planted tanks for years. Grows many plants well using only root tab ferts.

Get mine (generic brand) from a pool supply store, and it has little or no dust - no rinsing...

That's probably not enough - suggest dropping it back to 7 hrs.
I run 2 X 39w T5HO lighting 6-7 hrs. day in my low-tech 70 gal discus tank, and have not had any noticeable algae of any kind.
