The plecos will tolerate higher ph but prefer acidic waters. The sae are a better fit an actually eat algae. City cats are also a good idea

The bigger you go the more stable your parameters are, you coul also change water frequently with small amounts each time to help keep a small tank stable

Although it may not harm them the plecois are better off in acidic water, you could sae which are way better at algae eating anyway plecos require vegetation and meaty foods as well so algae isn't...

Go a rimless standard 120 I'd expect to pay 600-850 just for the tank with a low iron front, more with a nice stand get into the 1k mark for a good company

Don't put angels in there.... 8 inches front to back with angels is a bad idea no matter how tall the tank is, I have a 6 inch angel nose to beginning of tail so sticking angels somewhere cramped...
