What exactly is low tech?

Is there a certain thing that defines it, or a certain point when you've crossed over into higher tech and higher maintenance? I ask because I'll soon be starting up what I want to be a low tech...

So will one be enough for all my low light plants at that depth? I plan on adding crypts, Amazon Swords, Dwarf Sag, Java Ferns, and Anubias.
