I have never been able to get the plants geared up enough to completely take care of nitrates. The only time that really worked for me I had a 120 gallon tank with 2 20 xHighs setup as box filters...

By the way, just so we are clear, that was 15ml of vodka into the feeder port of the filter, in 125 gallons of water. The vodka did not hurt the fish.

Balancing the flow of two pumps like that will probably never work. That is why people use overflows. Other than the way you intend to move water between the two spaces, I think your plan is great.
