I would get a 2215 on a 25L. Always better to over filter than underfilter. on my 90L I have a 2217 which is also way overkill but I love it.

I am curious why so many people are suggesting he use RO water for RCS shrimp. These shrimp are tanks, I would only inveest in RO/DI water for Tigers or CRS. Did I miss something?

Sounds like the tank was not cycled. I would suggest you do some more research and buy a water testing kit. RCS are hardy but they still need good params.
