just use eco complete as it is. no need to cap with sand, the sand will slip to the bottom in due time. get the biological filter working, can use bacteria starter if you want to.

After you do spot treatment, you need to 50% Wc after few hours . That my practice. It said to remove any Ammonia spark or build up from the dead algae.

For a start, congrats to you for the new found family. There no way to control, let nature take place. Either you upgrade to bigger tank or give it away. Meantime do frequent small water change.
