Not sure of a specific concentration, but a 200 gallon is pretty large so you might have to run it pretty high to get it to levels where nothing can breathe inside.

Yeah its pretty safe to use ferts with copper as long as they are in low quantities. Lots of people use Plantex CSM+b which has copper in it, in their shrimp tanks with no problem.
