No water at all above the substrate, completely covered top...

All our ferrets are neutered but, it is illegal to de sent them unless there is a medical problem. They do very occasionally let one go when playing hard or meeting a cat or dog & boy they do...

Light causes algae, C02 grows plants! 2 x T5 is more than adequate to get a lush growth of any plant at that depth of water,
You need to get more gas down to the substrate.
