The eco-complete will be fine for the substrate. As far as lighting I would go with some form/style of pendent or power compact light. Looking forward to seeing how it turns out.

Maybe try using RO water for the water changes and use seachems equilibrium. You can control some of the water parameters a little easier. I cannot say this will help for sure but its just a thought....

My vote is with the ottos but dosing can also help. Just make sure the conditions are perfect for the plants to outcompete the algea. Problem will fix itself hopefully.
