Can`t answer to the bulbs you asked about, but can tell you they compare favorable to the Gieseman Aquaflora.
I always had a suspension tat Gieseman & zoo Med T5 HO were made at he same manufacturer...

If you remove the bubble counter, is gas flowing? if no - then remove the needle valve -is gas flowing? & next would be the solenoid to trouble shoot if problem is still there, can`t speak to those...
