I've let mine drop to 50psi before. It takes at least two weeks for it to drop from 850psi to empty, even at 5-6 bps for me.

Fish are not showing any distress from CO2, nor have they ever done so. In fact, when I used to put new fish in there. I just leave the CO2 and lights off for a day, then turn it halfway the next day...

Don't worry about it. Otos aren't recommended as the first fish in the tank, as they are more fragile, but you aren't going to lose your biological filter.

FWIW, I have the AquaticLife dual T5HO fixture, and I am using just 1 bulb, 26" from the substrate, through glass tops, and I still inject CO2 or else the plants don't grow as well.
