Hornwort will grow almost anywhere, are you sure it was hornwort?

Java ferns, hornwort, guppy grass and anacharis are all good for low light tanks with no CO2 in my experience.

You should at least start with 5-10 to make sure they don't die before spending money on 40. Unless you wouldn't mind wasting it if the 40 die within a couple of weeks.

You can cut the long stalks into halves or thirds and replant them, eventually you'll have enough to cover a wall of your tank, either the back, a side or a corner, etc...
