Spot treat straight excel. Don't dilute it. Regardless this is only a temp fix. Unless you change the conditions and find the root cause it will only come back.

anytime i had BBA come up I would turn off all pumps and filters and use a syringe to spray Excel over areas with BBA. Leave the pumps off for 15 mins or so. Almost immediately it starts dieing off....

Exactly. Why are you still talking about a sealed sump? Your the only one that is. We're talking about a typical overflow used on a sump that is only one half sealed this still constitutes an "open"...
