For my 75 we left the bottom open. There's just enough room for a 20l or 2-10's. There's a light for them and on the right side the cabinet opens in the back for my canister filter.

they're 14w each so you'd have 42w. They will work.....when I had a 38g tank I used those and had good plant growth. If they're yellow though they probably are not the 6700k ones.
